DISCLOSURE

Nobody will show the others what sits behind their numbers.

All three need the same view of what was assessed. None of them will accept the others seeing what it cost to produce.

The contractor's costs stay theirs

What they pay a steel supplier and what labour actually costs per floor is their competitive position, and the owner will tender the next project.

The owner's contingency stays theirs

What has been set aside and what the consultant is being paid is not the contractor's business.

The consultant assesses, not adjudicates

They record what they measured. They are not asked to see the commercial terms on either side of them.

We hold no view into any of it

We run what the certificate sits on and hold no standing in it.

If you certify progress, wait on it, or sign it off.

What helps most is the real sequence on a project you worked on, including how long a certificate actually took.
